Why is it that when i put someone in my ignore bin they keep coming out?

when i put someone in my ignore bin, they are back out in notime, their name is gone, seems like bots are the only ones that will remain in the ignore bin. i add them to the list click apply and ok and they still come out. how can i solve this problem
